PROBLEM TO BE SOLVED: To improve productivity while step differences 15 formed on the outer surface of a tire constitutional member 14 are surely crushed. SOLUTION: As a plurality of crushing rolls 21 are closely arranged in the axial direction, a plurality of the crushing rolls 21 are successively brought into contact with respective step differences 15 in a short time. As a result, even when moving speeds of the crushing rolls 21 (supporting members) are high, respective step differences 15 are enough crushed, and it is thereby possible to easily improve the productivity while remaining of air between the outer surface and the next stuck tire constitutional member or the like is suppressed.
