PROBLEM TO BE SOLVED: To provide a device of forming a wheel rim for vehicles which is arranged on a wheel rim manufacturing line and with which working efficiency of maintenance work, a tool setting-change work or the like is improved. SOLUTION: This device is made so that flaring is performed with front and rear flaring dies 21a, 21b by changing the positions of a rear forming base body 9 and a front forming base body 30 to the flaring position h2, and after that, rolling is performed with the top roll 24a and the bottom roll 23 of the rear forming base body 9 by changing the position of the turning shaft 61 for the top of a top roll movement controller 60 to the rolling position s2 and the flaring and rolling just after the flaring are continuously performed with this one device. By applying this forming device 1 to the manufacturing line, the length of the line is shortened, the maintenance work, the stage tool-settings-change work and the like are improved and generally productivity is improved.
