PROBLEM TO BE SOLVED: To specify traffic jam information against a road link with high accuracy even in an area wherein a plurality of roads are laid in parallel. SOLUTION: When a vehicle travels in the area wherein two roads of a main truck and a side road, for example, are laid in parallel and when selecting two road links thereof as candidate road links, a traffic information center device 1 refers to the latest traffic jam information specified in the past to road links positioned before and after the respective road links selected as the candidate road links, determines one of the road links as a final candidate road link according to difference of the traffic jam information when pieces of the latest traffic jam information vary, map-matches a present position to the road link determined as the final candidate road link, and specifies the traffic jam information against the map-matched road link.
