PROBLEM TO BE SOLVED: To provide a prestressed steel strand feeding device which is constituted as such a new type that a winding portion can be towed and hoisted and can travel, which facilitates the operation of laying the unwound prestressed steel strand, and which prevents damage to the prestressed steel strand; and to provide a prestressed steel strand laying method which enables the rationalization and labor-saving of the laying operation to be achieved by the feeding device. SOLUTION: The prestressed steel strand feeding device A has the winding portion 10 which winds up thereon the prestressed steel strands W to be laid in a prestressed concrete structure. The winding portion 10 has a space which enables the wound prestressed steel strands W to be rotatably housed in the winding portion 10. A guide portion 12 serving as a guide for unwinding the prestressing strands W, and an engaging portion 14 for towing and hoisting the winding portion 10 are provided in predetermined positions of the winding portion 10.
