PROBLEM TO BE SOLVED: To provide a normal temepperature curable type compositiion for giving a superior hydrophilic property to a surface of various articles, being superior in wear resistance, transparency, storage stability, defogging nature, stain-resistance, visible ray transparency, chemical resistance and weatherability, at the same time, being curable at a room temperature, and to provide a hydrophilic member using the above. SOLUTION: The normal temperature curing type composition contains (A) a hydrophilic polymer with a hydrolyzable silyl group and (B) a metal chelate catalyst or a metal salt catalyst. The hydrophilic member component can be obtained by applying the normal temperature curing type composition described above on a substrate and by drying it at a normal temperature.
