PROBLEM TO BE SOLVED: To provide a device for forming a wheel rim for vehicles, which is suitable for the high-mix low-volume production of the wheels for vehicles. SOLUTION: Flaring is performed with the flaring die 21b of a front movable body 30 and the flaring die 21a of a rear forming device 10 by advancing a front movable body. After that, after changing the position of the turning shaft 61 for the first top of a first top roll moving controller 60 to a first rolling position s2, rolling for performing preliminary pressurized-contact with a prescribed clearance between a first top roll 24a and the bottom roll 23 of the rear forming device 10 is performed and, after that, after changing the position of a turning shaft 71 for a second top of a second top roll movement controller 70 to a second roll working position r2, rolling for performing regular pressurized-contact with a second top roll 24b and the bottom roll 23 is performed. In this forming device 1, the wheel rim W is formed of a cylindrical base body with this one device and stage changing work is efficiently performed when changing the kind of a product.
