摘要 <P>PROBLEM TO BE SOLVED: To set a quantization step corresponding to a target code amount with high precision. <P>SOLUTION: A coefficient holding unit 302 of a rate control unit 112 stores a plurality of coefficient sets corresponding to resolutions of motion images and encoding methods of frames. A coefficient selector 301 selects a coefficient set corresponding to the resolution of a motion image to be encoded and an encoding method of a frame to be encoded from the coefficient holding unit 302. A feature quantity extracting unit 304 extracts a feature quantity of the frame to be encoded. A QR curve generator 303 generates a function indicative of the relation between a quantization step and a generated code amount from the selected coefficient set and feature quantity when subjecting the frame to be encoded to inter-frame predictive encoding.
