<P>PROBLEM TO BE SOLVED: To provide an electrosurgical return electrode pad having various mechanisms and/or circuits adapted to prevent tissue damage to the patient. <P>SOLUTION: The electrosurgical return electrode includes a first and second flexible conductive material layers and a material layer disposed between the first and second conductive material layers.
