PROBLEM TO BE SOLVED: To make attaining of high-speed start for MTCMOS circuit and elimination of influence to non-MTCMOS circuit compatible. SOLUTION: A semiconductor integrated circuit includes a first circuit block CB11, whose internal circuit is connected to a first power supply line 41 to be part of a Vss line via a transistor (power gate transistor PGTr) which goes off at operation stoppage and goes on at time of start thereof, and a second circuit block CB2 whose internal circuit is connected directly to the second power supply line 42 to be the other part of the Vss line, a power supply line switching portion SWrcc1 connected between the first and second power lines 41 and 42, and a control circuit (a part in a control block 2). The control circuit controls the power supply line switching portion SWrcc1 so that the first and second power lines 41 and 42 are connected at a start time which is later than that in allowing the power gate transistor PGTr to go on or they are connected gradually, taking time longer than that in allowing the PGTTr to go on.
