PROBLEM TO BE SOLVED: To provide a fuel injection device capable of reducing soot and achieving high output of an internal combustion engine by injecting highly-dispersed fuel into a cylinder, and to provide the internal combustion engine mounting the fuel injection device. SOLUTION: The fuel injection device 1 directly injects fuel into a combustion chamber 52 of the internal combustion engine 2. The fuel injection device 1 is equipped with a valve element 114, a seat part 119 capable of stopping the fuel injection by coming into contact with the valve element 114, and an orifice plate 116 disposed downstream of the valve element 114 and the seat part 119, and having a plurality of fuel injection holes for injecting fuel. The orifice plate 116 includes fuel injection holes 116D for injecting fuel, a turning chamber 116C for turning the fuel, and a fuel inflow passage 116B for introducing the fuel into the turning chamber 116C. The offset amount of the fuel injection holes 116D with respect to the central axis of the fuel inflow passage 116B is set larger than a width of the fuel inflow passage 116B.
