PROBLEM TO BE SOLVED: To provide a developing device using two-component developer, the developer being capable of actualizing formation of images of high image quality for a long time by suppressing toner deterioration and carrier deterioration, and to provide an image forming apparatus. SOLUTION: The developing device includes: a developer supply member having in its surface a plurality of recesses for holding developer therein, disposed opposite a developer carrier, and used to supply the developer held in the recesses to the developer carrier; and a regulating member for filling each of the recesses with a fixed quantity of developer. Until the fixed quantity of developer is supplied to the developer carrier after each recess is filled with this fixed quantity, the developer supply member holds this developer in the recess.
