PROBLEM TO BE SOLVED: To provide a bobbin rail-lifting and lowering device in a roving machine, capable of evading the damage of a lifting and lowering mechanism even if abnormality such as collision at lifting and lowering of the bobbin rail except a spinning twist time occurs. SOLUTION: The bobbin rail-lifting and lowering device includes the bobbin rail 22 to be lifted and lowered through the lifting and lowering mechanism, a lifting and lowering motor for lifting and lowering the bobbin rail 22, and a controller 45 for controlling the drive of the lifting and lowering motor 36. The controller 45 has a function of setting a low-torque limit value set so as to be lower than a high torque limit value of the lifting and lowering motor 36 at the spinning twist time, as a limit value of the output torque of the lifting and lowering motor 36 at the lifting and lowering of the bobbin rail 22 except the spinning twist time.
