PROBLEM TO BE SOLVED: To provide a high-strength high-workability steel material having precipitates finely dispersed therein, and to provide a continuous casting method which can uniformly add an alloying element into a slab in a high yield in order to obtain the steel material. SOLUTION: (1) The high-strength steel material having precipitates finely dispersed therein is a high-strength steel material which is obtained by using a continuously cast slab as a base material and through a hot rolling process, and contains C, Si, Mn, P, S, Ti, N and Al in a specified range, and Sr and Mg of 0.00005 to 0.003% respectively, or Sr, Mg and Ba of 0.00005 to 0.003% respectively. The steel material may further contain 0.00005 to 0.001% Bi. (2) The method for continuously casting the steel includes supplying the metallic fume and/or particles of Sr and Mg, or Sr, Mg and Ba into molten steel together with a carrier gas through a dip lance which is dipped in the molten steel in a tundish or a dip lance which is dipped in the molten steel in a mold.
