PROBLEM TO BE SOLVED: To provide a satisfactory massage or cleaning effect by accelerating the whirling speed of a gas-liquid mixed fluid so as to increase the injection force of the gas-liquid mixed fluid from a gas-liquid jetting hole to the outside. SOLUTION: A fine bubble generator 1 is provided with: a cylindrical hermetically-sealed body 10 having a hollow part sealed hermetically by a cylindrical wall part 11 formed into an almost cylindrical shape and cylindrical cap walls 12, 13 arranged at both sides of the cylindrical wall part 11; a waterwheel 20 arranged inside the cylindrical hermetically-sealed body 10 on the side of one 12 of cylindrical cap walls; a gas-liquid introduction hole 30 bored in the cylindrical wall part 11 of the cylindrical hermetically-sealed body 10 in the position corresponding to the waterwheel 20; and the gas-liquid jetting hole 40 bored in the other 13 of cylindrical cap walls of the cylindrical hermetically-sealed body 10. The waterwheel 20 is rotated by the gas-liquid-mixed fluid to be supplied through the gas-liquid introduction hole 30 and minute air bubbles to be formed by a whirling current of the gas-liquid mixed fluid flowing in the cylindrical hermetically-sealed body 10 are jetted from the gas-liquid jetting hole 40.
