PROBLEM TO BE SOLVED: To provide radio equipment for improving the communication efficiency of a cognitive radio network.

SOLUTION: This terminal equipment is provided with a radio system configured of IEEE 802.1lj; a radio system configured of IEEE802.11g; and a radio system configured of IEEE802.16. Then, the costs of a multi-path access path where a radio path ML1 configured of IEEE802.11g and a radio path ML2 configured of IEEE802.16 are concentrated are turned into functions projected downward with respect to a packet distribution ratio to the radio path ML1 (refer to curve k3). The terminal equipment determines the packet distribution ratio so that the costs of the multi-path access path can be minimized by a method of descent (refer to ARW1 to ARW4), and distributes and transmits packets to two radio paths ML1 and ML2 according to the determined packet distribution ratio to the transmission destination.
