<p><P>PROBLEM TO BE SOLVED: To suppress cost or power consumption by reducing the quantity of data transfer or the size of hardware, and to prevent major degradation in image quality. <P>SOLUTION: A motion detection part 101 acquires block motion information and an SAD value. A hand movement detection part 106 detects a hand movement vector using the block motion information. Then, an encoding mode selection part 104 selects an encoding mode using the block motion information, the SAD value, and the hand movement vector, and further outputs the motion vector. Compression encoding is performed using the selected encoding mode and motion vector.
