PROBLEM TO BE SOLVED: To provide a material for forming the electrolyte of a conductive polymer capacitor having a high capacitance achievement rate and a high breakdown voltage (suitably 70% or more of a formation voltage) without increasing an impedance. SOLUTION: The material for forming the conductive polymer capacitor electrolyte comprising a mixture A containing the mixture of an oxidant and an ionic liquid and a substance B containing a monomer for forming the conductive polymer, the conductive polymer capacitor made from the material and an electrode, and a manufacturing method thereof are provided.
