PROBLEM TO BE SOLVED: To control an encryption communication path according to the user of an application. SOLUTION: A management server selects a key for encryption communication and setting information corresponding to the user of a communication origin terminal and the application of a communication destination terminal and distributes them to the communication origin terminal and the communication destination terminal, and the encryption communication path is established on the basis of the key and the setting information.
