PROBLEM TO BE SOLVED: To provide: a separator capable of manufacturing, with good productivity, an electrolytic capacitor excellent in a sucking-up characteristic of a mixed solution containing an oxidant and monomer being the base of conductive polymer; a manufacturing method thereof; and an electrolytic capacitor. SOLUTION: The separator for an electrolytic capacitor comprises a wet-laid nonwoven fabric where fibrillated all-aromatic polyamide fiber is fixed with polyester resin in non-fabric state. The wet-laid nonwoven fabric is originated from a wet-laid fabric web which is treated in three layers, circular mesh-short mesh-circular mesh. Further, after the wet-laid fabric web is formed through a three-layer treatment of circular mesh-short mesh-circular mesh, using the fibrillated wholly-aromatic polyamide fiber and polyester resin fabric, the polyester resin fabric is dissolved in a heating process, for fixing with the polyester resin in non-fabric state.
