PROBLEM TO BE SOLVED: To precisely determine whether a driver recognizes risk of collision against another vehicle, when an accelerator is depressed for releasing the function of a collision damping device, only when the driver carries out operation to prevent collision with the vehicle in the collision damping device reducing damage, in a collision between vehicles. SOLUTION: When it is determined there is collision occurring between the vehicle in question and another vehicle, a collision damping controller 10 actuates a target 40 to be controlled, which reduces damage in the vehicle collision. It is assumed that the driver carries out operation to prevent the collision against the other vehicle, if an accelerator depressing operation and a steering wheel rotating operation by the driver are detected, and actuation of the target 40 to be controlled is inhibited. Hence, by means of a PCS1, a function of the PCS1 (the target 40 to be controlled) can be released, only when the driver carries out the operations to prevent the collision against other vehicle.
