The electroactive actuator for the mobile small device which needs the low driving voltage is provided. The electroactive actuator(100) comprises a plurality of transform layers(120,140); a plurality of electrode layers(111,131,151) which displaces a plurality of transform layers if voltage is applied; an plurality of electrode layers alternatively arranged between of a plurality of transform layers, extended to both end sides of a plurality of transform layers. The first group electrode layer and the second group electrode layer are by turns arranged between a plurality of transform layers.
