A solid state image pickup element, a solid state image pickup device, and an electronic information apparatus are provided to have at least one among an opening, a color filter, and a micro lens on a plurality of light receiving elements which are image pickup areas, thereby photographing image light from a subject by a plurality of light receiving elements. At least one among an opening of an electrode wiring layer(13), a color filter(14), and a micro lens(15) is on a light incident side of a light receiving element which is a light receiving area where a semiconductor substrate(11) of a solid state image pickup element or a plurality of light receiving elements on a semiconductor area of the substrate. A shift amount of at least one among the opening of the electrode, the color filter and the micro lens with regard to a reference location where light flux passes about the light receiving element is calculated by the Snell's law based on an incident angle of the light flux incident on the light receiving area as a surface of the solid state image pickup element.
