摘要 PROBLEM TO BE SOLVED: To enhance the degree of improvement of resolution even for a part with large blur on an original image. SOLUTION: An input image signal is fed to a delay circuit 31 and an activity arithmetic circuit 32. The activity arithmetic circuit 32 calculates mean values A0, A1, A2,... of absolute value sums of prediction errors as a scale of activity based on the received signal. A thinning rate decision circuit 33 decides a thinning rate based on an output of the activity arithmetic circuit 32. A class tap and prediction tap extract circuit 34 decides a proper thinning interval to the received image signal based on an output of the thinning rate decision circuit 33 and extracts a class tap and a prediction tap from the input image signal under the decided thinning interval. Thus, the resolution of a largely blurred image part or the like can be enhanced. Moreover, a delay circuit 31 is used to give a proper supply timing of the input image signal to the class tap and prediction tap extract circuit 34.
