A covering greening structure is provided to develop the framework, the waterproofing and gardening constructon at the same time. A covering greening structure comprises a support structure(10) which is established to the top of railroad and is supported in both sides of the railway line(1), plural greening panels(20) realizing the video recording in the top, a draining inlet passage(50) which induces the water above the video recording panel to the outside space in which the video recording panel is installed and ejected, a vegetation material(90) realized on the top of the video recording panel.
