A billing processing method is provided to store information of an issuer in an IC chip card by an opened key value. A billing processing system related to the imposition of commission and added-service commission in a IC chip card supporting multiple applications comprise the followings: an IC chip card renewal space for enabling reading/writing operations from/on the IC chip card as well as the confirmation of details to be settled(S13); a storage in which commission settlement related data is recorded(S16); a compulsory module having constraint on a paragraph to be recorded and the settlement of commission when the reading/writing operations are performed, in case of adding information about a card issuer and an application program in the card; and the application program for encryption processing in a commission related operation in the card. |
