A mobile communication system comprises a means which is provided at the high-order base station controller of a noticing base station apparatus to instruct the conditions of measurement and report of the reception quality level of a wireless signal transmitted from the noticing base station apparatus at a mobile station apparatus to the mobile station apparatus through the noticing base station apparatus or another base station apparatus, a means which is provided at the mobile station apparatus to measure the reception quality level of the wireless signal transmitted from the noticing base station apparatus when the condition of measurement is satisfied and to report the result of the measurement to the base station controller through the noticing base station apparatus or mentioned another base station apparatus when the condition of report is satisfied, and a means which is provided at the base station controller to control the wireless parameter of the noticing base station apparatus or mentioned another base station apparatus according to the reported result of the measurement of the reception quality level.
