PROBLEM TO BE SOLVED: To enhance the joint strength between a base plate 4 and a machine frame 5. SOLUTION: The vehicle seat reclining device includes the machine frame 5 jointed to the base plate 4; a lid body 7 jointed to an arm plate 6, relatively rotatable to the machine frame 5 in the circumferential direction and having an inner toothed gear 7a on the inner face; locking teeth 10 having an outer toothed gear 10d which can be engaged with the inner toothed gear 7a, and oscillatable in the direction to engage/disengage the outer toothed gear 10d with the inner toothed gear 7a; a shaft part 11 and first and second guide projection parts 12A and 12B formed to project by embossing to oscillate the locking teeth 10 along the circular trajectory; and a cam 9 to engage the outer toothed gear 10d with the inner toothed gear 7a by pressing the locking teeth 10. Projection parts 4b, 4c and 4d are formed on the base plate 4, and the projection part 4b, 4c and 4d are fitted into recess parts 11e, 12e and 12f formed on the back faces of the shaft part 11 and the first and second guide projection parts 12A and 12B formed by embossing in the machine frame 5.
