PROBLEM TO BE SOLVED: To detect concentration with high precision even when concentration of the liquid developer is low. SOLUTION: The concentration detector 60 for the liquid developer in a color printer 1 carrying out image formation by using the liquid developer is provided with a cylindrical member 600, a light emitting member 64, and a light receiving member 65. The cylindrical member 60 is provided with a liquid developer pouring opening 61a to which the liquid developer can be poured and a liquid developer discharging opening 63a from which the liquid developer can be discharged and a liquid path through which liquid can be passed is formed inside. The light emitting member 64 is a member arranged at one end of the cylindrical member 600. The light receiving member 65 receives light from the light emitting member 64 for detecting the concentration of the liquid developer poured inside the cylindrical member 600.
