PROBLEM TO BE SOLVED: To solve the problem that detecting accuracy is insufficient in detecting an optical flow from an image picked up with an on-vehicle camera. SOLUTION: An optical flow detecting part 20 detects an optical flow from a moving image picked up with an image pickup element installed in a moving element. Depending on the moving speed of the moving element, a reference frame selecting part 18 adaptively varies the frame interval between a subject frame and a reference frame when detecting the optical flow.
