PROBLEM TO BE SOLVED: To provide a cosmetic or a skin external preparation which is safe and excellent in its action to skin, and efficiently embodies the citrulline's function. SOLUTION: This cosmetic or skin external preparation contains as effective components (1) citrullin or its salt, and (2) at least one agent selected from the group consisting of a skin-whitening agent, an antioxidant, an anti-inflammatory agent, a cell activator, a blood circulation promotor, a humectant, an antibacterial agent, an ultraviolet-ray preventer, a chapped skin improver, a wrinkle improver, a wrinkle preventer, and a hair growth stimulant/hair-restorer.
