PROBLEM TO BE SOLVED: To automatically wrap a web member 1, simplify a structure, and manufacture at low cost in a web member wrapping device for wrapping a web member 1 on a wrapping core 4 or a wrapping shaft. SOLUTION: A cross cut arm 16 is swung about a pivot 17, the web member 1 is cross-cut by a cross cutter 15, a nip roller 18 is engaged with the web member 1 between the wrapping core 4 or the wrapping shaft and the cross cutter 15, and the web member 1 is pressed against the wrapping core 4 or the wrapping shaft.
