<P>PROBLEM TO BE SOLVED: To provide a fuel battery cell capable of suppressing suitably moisture shortage in an anode electrode and demonstrating an excellent power generation performance with a simple structure, and a fuel cell stack. <P>SOLUTION: The fuel battery cell has a fuel gas circulation part having conductivity contacted on the opposite side to a solid polymer electrolyte membrane in a first catalyst, and a large number of holes formed in this fuel gas circulation part become a passage of fuel gas, and the fuel gas flows in these holes to be supplied to the first catalyst layer. Here, the fuel gas circulation part is constituted to have hydrophilicity and can supply liquid water to be supplied together with the fuel gas efficiently to the first catalyst layer by this hydrophilicity.
