<p><P>PROBLEM TO BE SOLVED: To rewrite image data in not compression units, but picture units. <P>SOLUTION: A video coder records new compressed image data on a recording medium and, after reading out the images B0, B1, B2, and B3 of GOP-3 from the recording medium and decoding the images, expands images B4, P5, B6, ... by further decoding the images B4, P5, B6, ....
