PROBLEM TO BE SOLVED: To arrange metadata category content in descending order of relevance. SOLUTION: Multiple pieces of content with the same metadata among metadata added to content for every category are grouped into a content group, and the content group of a pre-selected category and metadata serves as a reference. Arrangement of grouped content groups is determined based on relevance between other category metadata in the reference content group and other category metadata in a content group to be arranged.
