PROBLEM TO BE SOLVED: To provide a cleaning device for electrostatically removing toner on an object to be cleaned from the object, the toner having aligned charges by a conductive member with a voltage applied, by using a cleaning member with a voltage applied, and capable of cleaning in a satisfactory state even with the lapse of time. SOLUTION: The cleaning device 20 includes a cleaning brush 23 to remove the toner on a photoreceptor 1 by applying a voltage, and a cleaning blade 22 with a voltage applied and in contact with the photoreceptor 1 in an upstream side than the position where the cleaning brush 23 is brought into contact with the photoreceptor 1, and the cleaning device electrostatically removes the toner on the photoreceptor 1 in a charged state in the same polarity as the voltage applied to the cleaning blade 22 after passing the position opposing to the cleaning blade 22, by using the cleaning brush 23. A control means executes a cleaning mode in which a blade power supply 29 reverses the polarity of a voltage applied to the cleaning blade 22 so as to remove the toner deposited on the cleaning blade 22.
