PROBLEM TO BE SOLVED: To obtain an excellent cleaning performance in a cleaning device for electrostatically removing toner on an image carrier, an image forming apparatus and a process cartridge. SOLUTION: The cleaning device 20 is equipped with a cleaning brush 23 that electrostatically removes a transfer residual toner on a photoreceptor, a recovery roller 24 that electrostatically recovers the toner on the cleaning brush 23 and has a conductive substrate 24a and an insulating surface layer 24c, and a cleaning blade 27 for the recovery roller, the blade sliding on the recovery roller surface to remove the toner on the recovery roller, wherein the cleaning device 20 is also equipped with a charge supply means 40 supplying charges to the surface of the recovery roller 24.
