PROBLEM TO BE SOLVED: To provide a foam forming implement capable of preferably preventing a specific portion of a metallic support body from being rusted, and its manufacturing method. SOLUTION: The foam forming implement includes a thermally foaming base material 12 forming a foam foamed and cured by heating, and a metallic support body 13 supporting the thermally foaming base material and fixed to a metallic member. The metallic support body 13 includes a fixed part 14 fixed to the metallic member of the vehicle, and a support part 15 for supporting the thermally foaming base material 12. The thermally foaming base material 12 is supported on a contact surface 15a of one side surface of the support part, and a rust prevention treatment is applied to the contact surface 15a. The method of manufacturing the foam forming implement 11 comprises a support body forming step for forming the metallic support body 13, a rust prevention treatment step for applying the rust prevention treatment to the metallic support body, and a support step for supporting the thermally foaming base material 12 on the metallic support body 13 subjected to the rust prevention treatment.
