A cooling and heating apparatus is provided to relatively increase the discharging rate of the underground air for supplying the flower garden or the vinyl house with the carbon dioxide. The cooling and heating apparatus using the underground air is composed of a suction tube(20) in which a plurality of penetration holes(21) for the suction of the air is formed in the side corresponding to the rock layer and extended to the underground from the ground to inhale the underground air from a perforated floor rock layer(100) of the underground, a blower(30) connected to the suction tube to inhale the underground air through the suction tube, and a duct(40) connected to the blower to be supplied as the building for heating. The length of the bottom part of the suction tube is materially identical with the thickness of the soil layer to be inserted on the top of the rock layer.
