A modified Euclidean algorithm operating circuit of a high-speed reed-Solomon decoder and an operating method thereof improve efficiency of processing a data stream and reduce hardware complexity by removing a degree comparison and calculation part. A basic cell(600) includes a control signal generating part(640) and operation units(610,620,630). The control signal generating part generates the control signal about the exchange operation and/or the shift operation based on a finite state machine with regard to an operation state of a shift operation and/or an exchange operation of the polynomial Ci-1 and the polynomial Di-1 determined based on the degree of polynomial Ci-1 and Di-1 and a value of polynomial Ci-1. The operation unit performs a polynomial operation after performing the exchange operation and/or the shift operation about the polynomial Ci-1, Di-1, Ei-1, and Fi-1 according to the control signal.
