The control signal generating part generates the control signal about the exchange operation and/or the shift operation based on a finite state machine with regard to an operation state of a shift operation and/or an exchange operation of the polynomial Ci-1 and the polynomial Di-1 determined based on the degree of polynomial Ci-1 and Di-1 and a value of polynomial Ci-1. The operation unit performs a polynomial operation after performing the exchange operation and/or the shift operation about the polynomial Ci-1, Di-1, Ei-1, and Fi-1 according to the control signal.
