<P>PROBLEM TO BE SOLVED: To provide a seal ring capable of suppressing the occurrence of torsion and twisting, and improving sealability, and to provide its manufacturing method. <P>SOLUTION: In the seal ring 100 for sealing an annular gap between a housing having a shaft hole and a shaft inserted into the shaft hole, by providing three seal edges to each of an outer peripheral side and an inner peripheral side (first seal edge 111, second seal edge 112, third seal edge 113, fourth seal edge 121, fifth seal edge 122, and sixth seal edge 123), the three seal edges on the outer peripheral side are brought in contact with the surface of the shaft hole of the housing, and the three edges on the inner peripheral side are brought in contact with the surface of the shaft.
