PROBLEM TO BE SOLVED: To provide a charging member having excellent characteristic and suitably achieving higher image quality, colorization and prolongation of a life. SOLUTION: The charging member for contact charging has a conductive base substance and a conductive surface layer. The surface layer includes binder resin and resin particles dispersed in the binder resin, and has a protrusive part resulting from the resin particles on its surface. The ten-point average roughness Rzjis of the surface is≥3μm and≤20μm.
