PROBLEM TO BE SOLVED: To safely and surely perform operations necessary for rescuing passengers and repairing an elevator by a person who has no special technique on the elevator if the passengers are confined in the elevator or a trouble occurs in the elevator. SOLUTION: This control device for an elevator comprises: a detection and determination circuit 11 for detecting and determining the predetermined state of emergency of the elevator; a state detection circuit 10 for detecting the various states of the elevator; and a recording part 12 in which an operating procedure for performing predetermined operations according to the state of emergency by a predetermined person and the requirements for the state of the elevator required for advancing the operating procedure are recorded. When the predetermined state of emergency is detected, the requirements for the state of the elevator along the corresponding operating procedure is compared with the present state of the elevator to determined whether the operating procedure is advancing correctly or not.
