PROBLEM TO BE SOLVED: To provide a foam manufacturing method for simply manufacturing a soft foam with a very smooth skin at low costs and a roller manufacturing method for simply manufacturing a developing roller, at low costs, having image quality enhanced in relation to image defects due to the unevenness of the surface of the roller and having a good balance between hardness and elastic recovery. SOLUTION: The manufacturing method comprises at least a process for preparing a foaming material of a liquid resin raw material by mechanical foaming, a process wherein before the foaming material is poured into a mold for molding, the cavity of the mold for molding is vacuumized in advance to such a degree of vacuum that when the foaming material is poured in the mold for molding, it is defoamed, a primary pouring process for filling the foaming material into the cavity of the mold for molding while keeping the degree of vacuum, and a secondary pouring process wherein after a vent hole from the cavity of the mold for molding is closed, the foaming material is poured so that the pressure in the cavity becomes in a range of the atmospheric pressure to the atmospheric pressure +0.03 MPa.
