PROBLEM TO BE SOLVED: To provide a digital-analog mixed loading semiconductor integrated circuit which reduces noise in a digital circuit and improves characteristics of an analog circuit when the analog circuit works in the case where the digital circuit and the analog circuit are mounted on the same semiconductor substrate. SOLUTION: In the digital-analog mixed loading semiconductor integrated circuit in which an analog system 403 and a digital system 401 controlling it are mounted on the same semiconductor substrate, aside from the digital system 401, a digital subsystem 104 for measuring signal quality is prepared in the same semiconductor integrated circuit, and either a measurement mode for measuring signal quality is set to register or input a measurement mode signal from an external input pin. When a signal quality measurement request signal is detected, the digital system 401 is shut down or made on standby to make the digital subsystem 104 active and measure signal quality of the analog system 403.
