PROBLEM TO BE SOLVED: To provide a surface light emitting laser capable of oscillating in single lateral mode with larger output while widening a radiation area where laser light is output to the outside. SOLUTION: The surface light emitting laser has a lower DBR layer 102, an upper DBR layer 107, and an active layer 104 interposed between them. The upper DBR layer has a photonic crystal structure in a region other than a center part of the radiation area where the laser light is output to the outside, and the photonic crystal structure has a plurality of holes 108 formed in a direction perpendicular to an in-surface direction of the upper DBR layer peripherally from the center part of the radiation area, the plurality of holes increasing in depth peripherally from the center part of the radiation area.
