A metal oxide heating element is provided, in which the reaction control is added to make the reaction occur in the case of being necessary. A metal oxide heating element comprises: a pyrogen receiving part(11) formed in the structure that content is not flowed out; a rim(12) which is formed while surrounding the pyrogen receiving part for the content received inside the pyrogen receiving part not to flow out; an oxidation promoting agent(22) received inside the pyrogen receiving part; and one or more metal powder envelope(21) which is received inside the pyrogen receiving part, is made of the material which is well torn by the outside pressure and receives the metal powder segmented independently of oxidation promoting agent.
