A tissue paper product having at least one ply, wherein only one outer su rface of the tissue paper product has an aqueous chemical softening agent ap plied and substantially affixed thereto is disclosed. The chemical softening agent is applied to a web substrate at a concentration ranging from about 0 .45% to about 0.25%. The chemical softening agent provides the tissue paper product with a raw dispensing dust value of less than about 4893.
