<p><P>PROBLEM TO BE SOLVED: To provide a method of decomposing and separating harmful substance, bacteria and molecules of carbon dioxide gas as causative substance in a mechanism of global warming, and to provide equipment for distributing decomposed substances to carbon and oxygen. <P>SOLUTION: Liquid static electricity induction generation pipes 29a, 29b, 29c for treating material included in an electrolyte aqueous solution are disposed in a tank body, and carbon dioxide gas and an electrolyte aqueous solution are mixed in the pipes, are caused to flow along the inner surface of the pipes 29a, 29b, 29c and are recovered into an electrolyte aqueous solution storage tank 4a which is separately disposed. The electrolyte aqueous solution is replenished by a pump 8a and carbon dioxide is replenished by a blower 11b to a centrifugal separator rotation drum 2. After decomposing molecules of carbon dioxides, carbon is adsorbed by a liquid static electricity induction selective membrane filter 21a disposed in the centrifugal separator rotation drum 2 and, on the other hand, oxygen passes through the liquid static electricity induction selective membrane filter 21a and is recovered by a blower 11c.
