PROBLEM TO BE SOLVED: To precisely determine whether or not a battery requires to be refreshed. SOLUTION: A portable device 1 receives a total amount of power consumption stored in a battery 2, acquires a charging or discharging current value from a current sensing device with a predetermined period of sampling, computes an amount of power consumption between sampling times based on the current value and successively adds the amounts of power consumption between respective sampling times to the received total amounts of power consumption to update the total amount of power consumption. The updated total amount of power consumption is transmitted to and stored in the battery 2. On the basis of the updated total amount of power consumption computed each time of sampling, the portable device 1 determines whether or not the battery requires to be refreshed.
