PROBLEM TO BE SOLVED: To provide an oxidation reduction device capable of effectively recovering (reducing) a metallic nature (characteristics) in a circuit deteriorated from its original nature (characteristic) due to an oxidizing action. SOLUTION: The metal oxidation reduction device can cope with at least various kinds of metal forming the circuit, and has a predesignated amplitude and pulse interval so as to make an electron emitting phenomenon occur on the basis of a tunneling effect in metal, and generates an application pulse PP having a pulse width of 700 nanosecond or less, that is a femtosecond order width.
